The easiest way to see the shunter is to take a train from Wolverhampton in the Birmingham New Street direction. You need only go one stop (to Coseley), but going all the way to New Street also takes you past Soho depot.
As you leave Wolverhampton station, look to your left and you will shortly see the Steel Terminal. Keep looking down to your left and you should see the shunters and possible a class 60, 66 or 67 awaiting a duty.
AFAIK this only Visible from the Line ( Wolverhampton - Birmingham New Street ) Usually 2 x Bescot 08 and 60 or 66 on Steel Coil or Slab for South Wales / Teeside.
All trains are routed out of Steel Terminal towards Soho Junction, where they then go on to Bescot.
